Your statement that you can’t “kill…consistently and expect…” raises a question. The outside world does not see protest against the 200 homicides every year in your city. Maybe that’s because the media does not cover neighborhood protest against that constant violence.
In my neighborhood in St. Pete we were not heard unless a high profile homicide made the news. We felt like we were invisible. We did get big improvements from the police department like community policing and crime went down.
